Egypt, Eritrea, Somalia, and Sudan issued the Joint Al-Alamein Declaration, rejecting foreign recognition of Somaliland, unilateral actions concerning the Nile, and the involvement of non-coastal states in Red Sea governance.
The leaders reaffirmed their respect for state sovereignty and territorial integrity, supported Somalia’s unity, and rejected foreign recognition of or support for “Somaliland.”
They called for compliance with international law, prior notification, consultation, and consensus on transboundary rivers, and opposed unilateral actions affecting downstream water use in Egypt and Sudan.
They affirmed that Red Sea governance belongs exclusively to littoral states while supporting freedom of navigation.
They also reaffirmed their support for Sudan’s state institutions, condemned foreign mercenaries and parallel authorities, and called for predictable funding for the Stabilization Support and Stabilization Mission in Somalia (AUSSOM).
The four countries agreed to establish regular follow-up mechanisms and consultative summits to coordinate regional policy.
